The rivalry between the United States and North Korea has been a significant issue of national security interest. The competition has been contributed by North Korea's nuclear weapon development strategies. Over the past few years, North Korean leader, Kim Jong Un has speeded his nation's rush towards the nuclear weapons and the intercontinental missiles, which has ultimately presented President Donald Trump with a looming crisis. In reality, security experts have warned that the development of nuclear weapons will ensure the survival of North Korea's dictatorial regime against the military power of the United States. Besides, atomic development will also pose a tremendous global security challenge and support the activities of terrorist organizations such as the Al-Qaeda and ISIL. The successive administrations of the United States have attempted to implement strategies to thwart the detrimental trajectory of North Korea's regime. Some approaches have worked, but others have been prevented by the divergence in the opinions concerning the manner in which America should respond to the issue.

Two Competing Solutions to the Problem

There have been two competing solutions to the U.S-North Korea issues as demonstrated by different groups in the United States. Firstly, the U.S, through the leadership of President Trump has been considering a pre-emptive strike against North Korea to force it to stop its weapon programs. The nation is said to be drawing up military options as diplomacy had failed to curb the rogue regime under the leadership of Kim Jong Un. On the other hand, a group of legislators and advisors have warned that a pre-emptive attack on North Korea would be catastrophic because of the possible nuclear retaliation. The windows of opportunity to strike North Korea without the risks of atomic retaliation closed many years ago, and so the only way to respond to the issues is through diplomatic strategies. In reality, the Pyongyang has made considerable advances in its ability to strike the US with its nuclear power. The regime has tested three Intercontinental Ballistic Missiles (ICBM) as well as other six nuclear tests through detonation of what is believed to be its first hydrogen bomb. According to the experts, in any case, the U.S tries to take out launch points or even the massive bombing campaign in an attempt to destroy their ability to retaliate, then it will inflict extraordinary damage to itself.

Evaluation of the Most Preferable Solution

The most appropriate solution to the nukes issues should be the use of diplomacy instead of a preemptive attack. It means that in any case, Trump's administration wants to call for negotiation, its capital should present its grievances in a manner that gives Kim Jong Un is had a chance to move towards dialogue without appearing to capitulate to America's pressure. The move to make loud and hollow threats will irrefutably impose the different impacts as it is a diplomatic equivalent of the con and therefore cannot work in any way.

Responsibilities of Each Level of Government

To the right ship, the Federal Administration of Donald Trump will need to rededicate itself to a thorough policy process that aims at identifying the objectives and disciplined in the strategy implementation (Feffer, 2014). The state governments must be able to know that North Korea's regime is too large of a challenge for any individual, including the president to handle the issue alone. In crafting the recommendations to President Trump, the senior US officials must draw lessons from his own past experiences (Kim & Chang, 2007). In the same way, the local government should further apply one of the most fundamental approaches which should entail should entail encouraging the President to allow America use its leverage where Trump should not seem desperate to make it. Any move to act through in line with this approach would amount to destruction on the part of the United States. In this sense, US should deal with North Korea from its strength, including its position in the world and the military power. Trump's oscillations between calling Kim Jon Un a "Smart cookie" and ultimately posing threats to him with "fire and fury" offers the impression that he is grasping for something that can manipulate the trajectory events, which will not work at all.
