It took so long for the congressional leaders to respond to the discrepancies in the Bush administration. Although it was successful to the indictment the corrupt administration, it was the beginning of failure for the checks and balances which is the framework for democracy. The congressional leaders only valued the access and relationship for the senior officials in search of truth and rather than being watchdogs for the people. The public feared the mongering since it was still reeling from the whip up of the instructive and trusted leaders. Thepower of Bush administration and its force made efforts to sell the war-making over 60% of the people to be in favor of the invasion (Blackboard).

The victory of the Bush administration due to lack of response from the congressional leaders had a lot of consequences. The lawmakers expressed their doubt about the rush war which reflected the briefings of the administration to culminate the speech by Bush. Although the Senate had voted overwhelming for Bush to apply force on the Iraqi, the broad mandate was given to act against Saddam Hussein (Wilson). Consequently, according to Bush, the gathering threat of Iraq was to be confronted and brought to an end.

While the votes favored the resolution for the partisanship and government accountability, the congressional leaders could have prevented the actions by Bush administration. They could have highlighted the sharp split in the Democratic Party hence preventing Bush administration from using force since it was right for the house. The congressional leader's lagging behind the authorization force accordingly voted the resolution that was sought by the Bush administration.

Moreover, the decisions made by the executive branch could have been prevented by the congressional leaders through further investigation on the conclusions. However, they lacked interest in investigation sound. From the opponent's point of view, the doubts for Iraq next development of the nuclear potential was the main fear for the military actions which the Bush administration could not be able to handle. Although the debate stretched over the support of Bush administration, the congressional leaders had the powers to propose the restrictive resolution which could give the most difficult decision making to Bush administration.

The truth highlighted from the 9/11 commission report reveals the response of the Bush administration with the global war against the terrorism being fundamental. According to the Bush administration, the United States was to clearly define the threats it would face in winning the war. The 9/11 commission emphasized the war on terrorism which was to be fought diplomatically with all the military means with the focus on helping the diplomats and the development of the experts ("Post 9/11"). The united states were to understand the threats it faces with the ability to provide affirmative evidence on they would meet on the war against terrorism. Failure of this could affect the actions of the united state against the war on terrorism which could be a self-fulfilling prophecy with no victory.
