Introduction
Center for Disease Control and Prevention is a state agency which is formed to protect America from both foreign and internal health hazards and security threats. According to the U.S news report, the government's administration had declared a prohibition of seven words CDC had included in a budget draft. These words include diversity, vulnerable, fetus, transgender, entitlement, science-based and evidence-based. The CDC explained that these words are important for them as they would have a unique meaning which is medical and scientific. However, according to Hemenway, some words are used intentionally with the aim of winning donor's sympathy, in case of seeking funds (Bucher & Richard). According to my understanding, the banning of seven words should only be approved under the condition that there will be a substitute word which will match the budget and the intended message to the donors. Therefore, the prohibition should not be in favor of the government alone but also for the sake of the entire society.
I find words such as vulnerable, diversity, and transgender being highly noticeable and sensitive. These words can result in negative reactions and therefore creating a conflict between government officials and CDC management. By ordering the avoidance of these three words, it can be clearly understood that there are some group of people the administration does not care about. Instead of using "Vulnerable", it would be better to use "high risk" (Bucher & Richard). This is because "vulnerable" shows uncertainness and does not clarify the type of insecurity while "high risk" indicates not financially safe. Since the draft budget was made with an aim of seeking fund, the word diversity would not be appropriate as it brings about racial and gender differences. Transgender would raise attention to the donors and may also be misinterpreted. This would also cause discrimination since some religions do not support this.
Empirical research involves deriving information from the basic experience of people. For instance, if such a ban would be approved, it will require a detailed research on the views of individuals. For example, regarding the banning of seven words, a statistician is required to carry out fieldwork in which they will interview people about their opinions of the ban. After the research, the collected data is interpreted and analyzed in order to get the actual ideas of people. This empirical research would help in investigating Trump's administration power and that of the Center for Disease Control management. According to CDC management, they did not see any problem with the seven words as government administration saw (Noor & Ahmad). Therefore, the empirical research would have effect by creating a balance between two management.
The results of the empirical research would vary in many ways. For instance, the findings may present the majority of people interviewed recommending the banning while a few opposing. This would mean that the banning should be approved, a situation that would make CDC management select alternative words. Involving the society to share their opinions about the banning creates a demonstration of ethical values. The vulnerable groups will feel involved and their moral standards respected (Noor & Ahmad). The CDC prevention agency will also be able to demonstrate their core values which include; Respect, Trust, Integrity, and Accountability. Therefore, the banning of the seven words presented by CDC agency in a draft budget should involve the entire society hence the empirical research will require the inclusion of Americans resulting in an ethical community.
