Introduction
In America, Savannah GA is a dream of those individuals who love walking. The region is covered by beautiful homes, gardens, and parks with oak trees. Additionally, the region has rivers where people visit and swim in the flowing water. Due to the regional structure, the transport system has become a key challenge. Therefore, there is a need to establish policies which aim at improving the system. In many parts of savannah, there is traffic congestion that needs to be addressed. The roads in the region do not have enough signs to direct people. This has been a critical factor which has facilitated to an increase in traffic congestion.
Problem Statement
For many years, the transport system has been a vital challenge facing Savannah. Most parts of the region encounter traffic congestions, which is caused by a large number of individuals who are visiting the place. Additionally, they are no effective transport means due to poor urban planning. As such, there is not flexible and adaptable transport technique within the region.
Identify the Methodology used to define the Problem.
A qualitative research method was applied to define the problem, which included a literature review from several articles and relevant books. The research was completed in three steps. First, the statement problem was formulated, and the objective highlighted based on the concept of the study. It was then followed by a literature review which formed a base for the study. The research relied on literature from the past twenty years. Lastly, primary investigation in various government websites and data collected assisted in defining the problem.
Identify the stakeholders and their roles.
Policymaking is a process that requires the integration of several stakeholders. Savannah GA is under the municipal government. In the city, there is a mayor who works closely with other elders. It is the role of these individuals to manage the city. Additionally, city manager establishes and facilitate the implementation of policies and programs which were drafted by the councils. On the transportation policy, several stakeholders will be involved. Therefore, when establishing the policy, city council, mayor, city manager, and public are key stakeholders. These stakeholders are required to discuss and make any necessary changes in the policy. Normally, the city council has the responsibility to collect revenue, which is used for policy implementation (Siemens et al., 2017). In this case, they were required to indicate whether the city has enough capital to finance the program. Mayor is the head of the council in the city and controls all government activities. In policy, city manager directs the process of enacting and implementation of a policy. In this case, the city manager controls the work program and workers in the region. Therefore, it is the role of City Manager to ensure the policy is implemented as stated (Bencomo, 2009). The public is given a chance to express their wish regarding a policy. Engaging public helps to share their opinion, which is a key factor in policy implementation. If a policy is not presented to the public, they may develop a negative attitude which may affect its implementation. In this case, the public may fail to acknowledge the best thing regarding the policy. Transport issues are highly connected to the public as they are key uses of these materials.
Address your stakeholders' interests in the policy problem.
Being at the coastal region, savannah is a center of tourist. A large number of individuals visit the area to engage in beautiful conditions and beach in the city. Tourism has been an essential approach toward the economic growth of the region. It earns a lot of revenue, which is used to finance other activities in the city. However, the activities have been affected by the congestion state in the city. This has reduced the movement from one place to another (Bencomo, 2009). Therefore, introducing a transport policy would be an essential approach toward improving how tourism and other economic activities will be conducted. Additionally, the population of Savannah is growing at a high rate; therefore, they need an effective transport system which can serve all their needs. Application of modern transport system will create a positive influence on city plans (Siemens et al., 2017). As such, it will be an essential approach to the economic development of the city. As such, it would be interesting to see how passengers are moving from one area of the town to another. Furthermore, leaders will have an effective way in which they will use to manage and supervise all activities taking place in the city.
Determine the effect of the problem.
The poor transport system in Savannah has been associated with a lot of impacts. Normally, the lack of an effective transport system triggers more challenges to economic activities. These region lack better ways were sellers and buyers in the region can access products. Additionally, the system affects the movement of tourists, which are a key economic factor in the city. Due to lack of effective economic activities, the rate of poverty has gone up. Hence, a large number of residents are still stuck in poverty (Siemens et al., 2017). Thus, they have suffered from a lack of quality food and access to other basic materials. When roads are poor, residents and the government incur a lot of cash as they try to facilitate the movement of products in various parts of the city. Additionally, the government is not able to engage and implement its policies in various parts of the region. Transport is a key aspect in the development of health care as it assists in the movement of various services in the sector (Bencomo, 2009). Therefore, a poor road system in the city affects how residents access health care services. This is caused by a lot of delays, which is caused by various road points. For the past years, the government has embraced health education. However, the approach has been affected by the lack of an effective transport system. Most people who need these services do not have the ability to walk properly. Therefore, there are required extra transport means which creates more congestion in the city
Identify the Resources and Benchmarks required to form a Strategy for the Plan.
Policymaking and implementation is a technique that requires a lot of resources. At first, the process requires human resources, which is the base of everything. Human offers guidelines which people are required to formulate procedures to use. Financial resources is another essential material which is required to enhance the success of the process (Bencomo, 2009). Normally, from the formulation to implementation, the policy will need huge cash. This will ensure all activities indicated have adhered.
