Introduction

Education has become part of human life in modern society, and the more one invests in school, the more advanced he tends to become in his ways. More and more universities in the world have begun giving scholarships to scholars from different parts of the world as a way to advocate for equal distribution of knowledge and also promote cultural diversity among students. One of the significant social problems in colleges is the struggle for racial and economic diversity. This is as a result of a majority of the population cannot come up with the sum required for one's kin to attend college. The developing world it is adviced for one to keep up with the technology and for this to be successful it is recommended for one to at least attain a tertiary level education and acquire skills that can help gear the revolution.

A staggering analysis on a study done on the population of the college students in the US showed that the majority of students are the ones that come from the one percent upper-class of the community in contrast to the sixty percent who are financially deprived. This is because of most of the students no matter how bright they are do not apply to these top institutions due to financial instabilities. This leaves out a lot of students missing a chance to study in these top institutions without having done research and finding that these institutions have a variety of packages for students who can assist a student from all diversities to study in the institution.

Studies have shown that these simple contribution from universities can go a long way in transforming the life of a student as they offer an opportunity for a student to work extra hard to ensure that he will prove the scholarship changed their life. The research obtained from the National Bureau of Economic Research has shown the impacts of awards to students who come from a financially unstable background at the University of Michigan. The program named High Achieving Involved Leader has given students from the majority lower class population a chance to apply to top universities and get a chance to win a scholarship and study for four years free. This move has encouraged high achieving student's motivation to aim higher and archive potential. The qualified students are sent acceptance mail in their mailbox and this mail is inclusive of all the requirements and the school which the student was in high school is informed as well as the parents separately. This does not cost the university anything more than ten dollars to send the mail to each student. The students are given an option not to apply for university financial aid as the scholarship caters for every student need; hence the Free Application for Federal Student Aid does not come to the place.

What the program does is ensuring the population that anyone who has achieved the required grade to pursue higher education in the university can apply and be assured of getting a scholarship. The program further insists that applying to be enrolled in the university and being accepted does not determine if one can afford the fee or not.

The current strategy other known as of enrolling students from low-income families to attend low-level colleges "undermatching" has shown that higher achieving students do not attend the most selective colleges thus limiting the overall morale of excelling students. This is a study that has been going on for a long time since the statistics show that the highest probability of these occurrences affects those who come from low-income societies. As the article has discussed above the emphasis of the efforts to enroll low income students to the few high achieving universities these students who have gone to low-level universities are likely to fail to graduate compared to other students and this results to them not being able to have the social benefits as compared to those who have graduated from ivy league universities

The study conducted showed that if the students had not been contacted there is a small possibility that they would not have attended any university. The report further suggested that the four percent effect of student enrollment in universities is due to not having a chance to receive an application to the elite universities. The remaining candidates are predicted to have joined community colleges or not so sought after universities.

The issue with the US is that it has the most significant number of international population students and a greater number of students who want to study in the US. The state universities make up for the money they have used by enrolling fully paying international students. A recent report from the National Bureau of Economic Research found that a 10 percent reduction in state funding resulted in a 12 percent increase in the number of international undergraduate students at public research universities.

Numerous questions are asking if the implementation of policies that will allow free college education in the US will attract more students enrolling in US universities rather than seeking knowledge abroad. Some policymakers have speculated that implementation of a free college education will drive more students into private universities since most students have been studied to take advantage of public school. Those who advocate for free college education has given their reasons in that they try to explain that when the whole amount of college tuition fee is put upon the hands of students there will be a low rate of student enrolment in universities as well as a decrease in education opportunities. They have given their reasons as to why it is essential for the subsidization of education and these reasons are; even though the cost of education is far much less than what the student will gain, some individuals coming from low-income background cannot afford this education, Cultural education, though not profitable in market earnings, and hence not capable of being paid for out of enhanced revenues, is nevertheless desirable. The last reason has much unbearable truth in that no matter if an individual can acquire the highest form of education, he will only use so little of the resources because the individual ignores the beneficial _social gains indirectly conferred on other members of society-giving what some people call 'external social effects

Many discussions about educational opportunity refer to the proportions of students from poorer and richer families at tuition-free colleges. However strong the emotional appeal, the percentage of affluent and low-income family students, is relevant only to the separate issue of wealth redistribution, per se, consequent to state-operated zero-tuition education.
