Sun Haven has continued to apply austerity measures to its fiscal policies over the years. This has enabled the town to record budget surpluses each year. The budget surpluses have strengthened the economic position of the town enabling San Haven to roll out numerous social development programs and invest in public infrastructure.

Given the town's strong financial position, the office of the mayor plans to roll out new social programs to improve the welfare of the residents. The first program will be the Parents Support Program (PSS). The PSS initiative will offer parents who have children under the age of 10 with free or subsidized childcare services depending on income. Notably, the number of children being born in Sun Haven has almost doubled in the last six years. Thus, the program is designed to reduce the burden faced by parents who have young children. It will also allow both parents to work which in turn increases productivity.

In addition to the PSS, the town will roll out a comprehensive all-inclusive care for the elderly at subsidized rates. This program will target retired senior citizens over the age of 55 years. The comprehensive care will cater for: medical insurance coverage, legal assistance, protection from abuse and home care benefits. These services will alleviate some of the challenges experienced by the elderly in Sun Haven while at the same time free up the working class from the obligations of caring for the elderly so that they concentrate on other economic activities.

These programs will improve the welfare of the residents of Sun Haven and will enhance the productivity of the citizens.

Subject: Request for Reconsideration on the Withdrawal of $ 300,000 from the Library Maintenance Permanent Fund

I respectfully request you to reconsider your decision to withdraw $ 300,000 from the library maintenance permanent fund so as to hire more police officers. While noting that it was among your campaign promises to hire more officers, it would not be feasible in the current strained budget position of the town. Moreover, the reallocation of funds from the library maintenance permanent fund will also distort the proportionate distribution of the budget across all sectors of our economy.

The cost of hiring the extra police officers would require more than the $ 300,000. This means that the town will have to seek extra funds to sustain the additional police officers. More money will also be needed to buy the necessary equipment machinery to support their operations. All these other costs mean that the town has to budget for more than the estimated $ 300,000.

The library maintenance permanent fund was set aside to ensure that the local library is up to date with all the necessary reading materials. The library makes sure that the youth not only have improved academic performances, but it also keeps them busy. In turn, it reduces the rate of juvenile delinquency within the town. Withdrawing funds allocated to the library permanent maintenance funds will incapacitate the library. Without a proper functioning library, there is the risk that youth might resort to criminal activities as a result of being idle. This will cancel out the desired results of increasing police officers to curb crime in the society.
