Introduction

The recovery process can be grouped into short-term and long-term recovery process (Gerhart, Canetti, & Hobfoll, 2015). The short term recovery process is immediate and comprises of activities like the provision of essential public health, restoration of interrupted facilities and services, and provision of food and temporary accommodation to the victims. They also provide critical information about the attack and information about the victims' loved ones, thereby helping people regain some control of their lives (White, 2016).

Key Issues

One of the critical issues that Homeland Security face in the process of recovering from terrorist attack is the protection of vital infrastructures like food, health, communications, and water. Homeland Security protects critical infrastructures by reducing the impact on the infrastructure after a terrorist attack. The key factors to consider in the restoration plan include initiating measures to prevent future attacks, treating the affected individuals, and restoring economic, political, and social activities (Waugh, 2003).

Faith-Based Organizations

Faith-based organizations play an essential role in helping people to recover from terrorists' attacks. Spiritual religions are a source of resilience and help survivors to cope with disasters like terrorist attacks. First, they pray for the victims, the people injured, and those who lose their loved ones. Faith-based leaders also help in promoting peace by condemning the violence that leads to the killing of innocent people. The faith-based organization also provide spiritual, emotional, and psychological encouragement by preaching the love of God towards people (Alawiyah et al., 2011).

Bible Verse

(James, & James, 2015) States that the Bible provides hope and courage when terror attacks face people. For instance, the book of Proverbs 3:24-26 says that "when you lie down, you will not be afraid; yes, you will lie down, and your sleep will be sweet. 25 Do not be afraid of sudden terror, nor of trouble from the wicked when it comes; 26 For the Lord will be your confidence, and will keep your foot from being caught."
