The greatest failure registered by American intelligence and the state, in general, was a failure to understand the gravity of the threat. American military and intelligence unit were knowledgeable in handling Soviet Union threats, but al-Qaida was a new generation threat. The al-Qaida group led by bin laden was well strategized internationally linked and had high internal and external intelligence lined up. The group was able to collect money across the world and channel the funds to the different nation without the United States sniffing the money trails. The leader had training camps across the globe and sympathized across different states operating unsuspectedly even within the American soil. If the only the United States emphasized the threat, inviting media and infused more resources in investigating the al-Qaida terror trails might have been discovering earlier.

United State intelligence units are stratified, each agency such as FBI, NORAD, and CIA among others have priority areas to address and have limitations to areas of operation. Lack of collaboration due to the restriction in areas of service is one of the reasons al-Qaida threat was undetected. All agencies have the best resources, best intelligence personnel, and technology; therefore, if well rallied to work together with no jurisdiction, such risks can be addressed. The groups also require new-generation training to tackle modern threats streaming in with advanced technology. Al-Qaida strategies were current and highly thought while American intelligence continued to apply traditional tacks used to solve American and the Soviet Union problems. Poor United States imagination, and poor tactical strategies on the al-Qaida threat can be blamed on the successful al-Qaida 9/11 attack.
