Introduction

Challenges in the nursing sector have resulted to a wide variety of problems in the American's health sector. One of the challenges in the health sector concerning nurses includes shortage of nurses which is caused by inadequate nursing education in the world. As a result, most of the available nurses are left in the urban areas while the people in the rural areas are left without efficient and enough health care services.

The "Title VII Nursing Workforce Reauthorization Act 2019" is a bill that was proposed early this year and it is ongoing hence it has not yet been enacted. It aims at improving advanced nursing grants education to refine the programs for clinical nurse specialists to improve the health conditions especially in the rural areas. The bill requires the leaders in the clinical nursing to have the power to assess various patient outcomes and make changes in the care authorities when needed. It also supports the advanced nursing education in the United States by amending the Clinical Nurse Leaders statute to enhance equivalence with other master's degrees that can be applied in the Tittle VIII Advanced Education Nursing program.

The bill promises to improve all the areas in the nursing sector in the United States with the most alarming sections being the Nursing education. The improvement in the nursing education will help increase the nursing staff. The expected outcome of the bill is that the health sector will develop and give quality and effective care to all the populations including those in the rural areas. The most challenging health conditions in the United States will be reduced and decrease the number of emergency visits reported per year and the death rate which results from the opioids epidemic.

The bill has a variety of opposes who find its requirements unpleasing especially now that the current federal regulations require that the patient have to be given the freedom on what information to disclose and with who. This will still continue posing challenges to nurses when giving various therapies to the patients as most of the health conditions in the modern world are caused by the failure of the nurses and other health practitioners to have adequate information about the patient's health history. According to the proposed bill, it requires that the medical records of the patient are stored electronically (Congress, 2019). However, the electronic records' integrity is still under question if the patients and other parties involved are not notified in case of a breach to the files by unauthorized persons. Besides, the bill does not give the patients the freedom to make their medical decisions which sounds unrealistic.

In addition, the proposed bill focuses its efforts only to the nursing education while other health practitioners are left out. This may still continue posing challenges in the health sector as specialists such as gynecologists and other health professions still require much attention in the country to improve the health sector in the nation.

The bill may lead to incurring of high costs which may not bring out the intended benefits. The nursing education could be improved but without the education and support to other health practitioners in the public health sector may make the challenges experienced today to become even worse. Another negative consequence that may arise if the bill is passed is that the future generation will be ruined since most of the people affected by the issue of substance abuse include the younger generation (Klein & Pearson, 2019).They will be highly involved in illicit drug abuse as a way of solving their problems, more so those suffering from neurological and psychiatric conditions like stress and depression.

The bill should include all the health practitioners in its health sector improvement plans as the main challenges in the health sector are not only caused by the challenges experienced in the nursing sector. As a result, most of the unexpected negative outcome of the bill may be prevented and make the development of the health care sector as a whole.

The bill should also propose training and education to the public addressing them on the importance of providing their information to healthcare providers and health insurance for it to achieve its expected outcomes. Thus, the patients may willingly disclose their medical information without any form of discouragement. This will help the nurses and other health practitioners have the capability to provide the most effective and efficient healthcare services to the patients.
