Aviation and aeronautic Industry is a fast growing industry which aims at transforming the whole society. Most of the activities in this industry started to fast-track in the 20th century where the number of aircrafts started to increase overtime. It is the time the personnel from this industry who were engineers to ensure safety and reliability of the aeronautic products. It is the reason why EASA and FAA come into existence to provide regulations on the personnel related to airworthiness and maintenance which are licensed by the statute. The government as well as these organizations is responsible for controlling and regulating the professionals. In the case of this paper, the aiming at the development and identification of the main differences between the FAA maintenance personnel license (part65 subpart D- Mechanic Certificate) and EASA part- 66 license (aircraft maintenance license). Besides, it will focus on the determination of the similarities and differences about the privileges, limitations, experience requirements different categories of licensing such FAA- the A&P license, IA, avionics technicians which are not certified, and knowledge requirements for these different types of licenses offered by the FAA and EASA. Also, it will cover the comparison between the training styles, how to convert EASA license to FAA, the terms of license applications, procedure and requirements and the type of FAA and EASA is mostly adapted to other countries in the world like Middle East, Australia and Asia and eventually give a reason as to why the decision was made. In the study, it was identified that there are various differences and similarities between the FAA and EASA licenses. However, more preferences are given to the EASA as oppose to the FAA licensing. Besides, most countries adopt the EASA system due to its wide coverage and the type rating system which equip learners with the necessary skills which can enable them to fit in the industry.

CHAPTER 1INTRODUCTION Introduction

The aeronautical and aviation industry is considered to be a global industry since almost the whole world depends on its services. Currently, it is an industry which experiences a greater growth in various parts of the continents. It is a sector which is highly regulated and most of the organizations, industries and engineers who work in the industry need to be licensed and authorized by the state or an authorized organization to carry out their roles in the industry. It is because the safety of the public depends on the adherence to the rules, regulations and laws which governs the maintenance, training and skills given to the aircraft technicians and other personnel in the aviation industry. In the contemporary world, it is the adherence of these regulations which can make the whole society a good place to be and live (Larson, 2011). To ensure these, various licensing should be given to the organizations which are responsible for the provision of these services since it is the aircraft mechanics which are very vital in the provision of the entire aviation safety through endowment of the necessary skills and knowledge needed to solve the emerging problems and controversies. The main roles which they play include provision of advisory services, management of the technical data and provisions of various alerts. In the provision of efficient and effective services, the European Aviation Safety Agency (EASA) and Federal Aviation Administration (FAA) come in places to ensure that the rules and guidelines provided to the aviation collages are maintained and controlled so as to ensure that they are kept without violation in the industry. The European Aviation Safety Agency (EASA) is a European Union Agency which is mandated to provide executive and regulatory roles mainly in the field of civilian aviation safety. It was established in 2003 and had its full functionality in 2008.Its main function includes authorizing the full operations, carrying out research for safety, assist in the provision and drafting of European Union Legislations, aid in the implementation and monitoring of the safety rules, provisions of certificates on aircrafts as well as components and eventually, participate in the approval of the organizations and companies which are involved in the design, maintenance and manufacture of aeronautical products (Nikraz & Yadav,2012). On the other hand, the Federal Aviation Administration is an American National Authority which is accountable for the regulation of all facets of the civil aviation. Its specific functions include the operations and construction of airports, the management of air traffics, the certification of the aircrafts and other personnel and ensure that the United States assets as well as other resources are protected especially during the reentry or launch of the commercial space vehicles. Other functions include being responsible for the issuance, revoking and suspension of the pilot certificates, regulating air navigation facilities, developing and operating the system of the National Airspace systems and air traffic controls and regulating civil aviation to enhance safety of the civilians and other prominent icons. Therefore, in a nutshell, these two organizations are primarily responsible for the maintenance and monitoring of the aviation and aeronautical services and activities mainly to guarantee safety to the general public.

In the event of professional certification, professional title or trade certification, the action remains to a designation earned by an individual to guarantee that he or she qualifies that they can be in a position to accomplish that task. The process of licensing engineers and other professionals helps in the public protection by ensuring that the there is an enforcement the standards and practices that restricts the practices to only qualified individuals (Nikraz & Yadav, 2012). In the event of license awards, the professional certifications are generally awarded by the professional bodies. Therefore, the main difference between licensing and certification is that licensing is a process which is required by law while certification is a considered to be a voluntary process which an individual can only attain if they are willing as oppose to licensing which is a must so long as one want to operate in this industry. The license or certificate may be renewed periodically or can be perpetual and in some circumstances licensing is used for certification. In the renewal of license, the owner of the license should provide an evidence of a continual process of learning which is considered to be the current experience one has got from the field of operations (Nikraz & Yadav, 2012). To expound on the purpose of licensing in the flight safety chain, the government gives an authority to the engineers to perform a specific activities which if not performed in accordance with the guidelines will inhibits the operations of the operations in the aviation and aeronautic sectors. The authorization process helps to provide evidence that the holder have demonstrated high level of competencies which meets the standards set by ICAO, FAA and EASA. The first regulation standard was first established during the 12th century in Europe by King Roger of Normandy who did pass a decree that all doctors must present a proof of competencies before they be allowed to practice medicine (Nikraz & Yadav, 2012). These were borrowed in 1907 by Wyoming to create the law which governs the practice of Engineering. Coming 1944, the ICAO was formed and members agreed to formulate and set standards which can be recognized internationally by the aviation engineers and associated civil aircrafts personnel. It was the states mandate to take the highest mandate to ensure that the degree of uniformity conform to those of the international standards.

In addition to this, the literature review is provided to recognize and appreciate what others have done in the past studies to give a clear guidance on the research questions and objectives hence helps to justify the claim posited on the research purpose. Besides, the research methodologies are provided to analyze the methods in which the researcher has used in the process of data collection and how the analysis and presentation was done. Therefore, data is presented so as to ensure that the entire research question is answered to ensure that the whole system meets the set objectives.
