Political geography refers to the study of both the uneven and spatially outcomes of the policy processes and the several ways in which political processes get affected by the spatial structures. It is also regarded as a branch of human geography which deals with the relationship between the spatial structures that is, (territories, regions among others), and the political processes. It encompasses a three- scale structure; the study of the state which is at the center, above it, is the study of the international relations or geopolitics and what is below it is the study of localities. Primarily, it is concerned with the inter-relationship between the state, the people, and territory. In this paper, we will use the UN simulation in representing our country assigned to us Russian Federation. The paper will critically evaluate and analyze of three assumptions that are a realistic representation of Russian Federation and its main elements on foreign policies. The paper will also provide opening and closing speeches on Russian Federation in conjunction with potential solutions during the caucus session, and finally, there will be a position paper that outlines the broad policy position on Russian Federation.
There are quite a vast number of issues related to political geography. Such issues include the following; banal nationalism, violence and space, internationalism and the historical geographies, conflict and climate change and lastly, legislative processes such as parliament debates and their conduction. Every given country has its ways on how they carry out specific processes and how they resolve particular issues. At the same time, they are troubled by a variety issues related to political geography which may be in abundance in one country and very few or none at all in other nations. Based on these aspects, most states have adopted the single crisis session from the United Nations Security Council Simulation (SC) in the management of issues and even the way they carry out specific processes. Let us consider Russian Federation in our case on how they go around with parliament debates. Ideally, there are three types of discussions in existence; formal discussions, moderate caucus, and un-moderate caucus debates, but the one applicable in Russian Federation imperial parliament are the Formal motion.
Russian Federation is regarded as the largest country in the world by surface area in which it is speculated to cover more than an eight of the Earths land area that is inhabited by citizens, and it is the 9th in population density. Its capital city is Moscow which is amongst the worlds largest cities in existence. In Russia, the imperial parliament debates get conducted on a different conformation and scale. There is the incorporation of all house procedures which are documented, and they must be followed during debating. It means that the debate is structured in such a way that the speaker is in charge and manipulates everything on the floor which ultimately is used to refer to the podium for making of speeches and questions by the delegates or the members of parliament. A speaker when he or she has been given permission to speak, he must stand up and walk to the podium, present his or her speech and finally answer a few questions when or if they there are there and then he walks back and seats.
The procedure for making a presentation is made in such a way that those wishing to speak during the debate gets registered at the beginning of the discussion in a speakers list in an orderly manner. And thus during the review, the list will be followed inclusively according to the order of how the members had registered. During the procession, there are strict rules and regulations to be adhered to; the members of parliament should not hold conversions amongst themselves, the delegates can only send notepapers amongst themselves if an admin staff or messenger is available. His or her absentia nullifies the sending of the notepapers.
The mode of conduct also serves to be very critical. The speakers must respect the chairperson and fellow members; while speaking, he should acknowledge the chair by calling him spectacular names such as the Honourable Chair," "Your Excellency Mr. President" or "Distinguished chairpersons if there are more than two chairs. The same kind of respect will similarly be translated to the delegates whereby as a speaker ought to refer to the representatives using names such as "Honourable members or delegates." In this formal debate, it is only their chairperson who has the mandate and the privilege to authorize the members to either make speeches or present point of information such as questions.
When a speaker is allowed to present his speech he is not permitted to use the first person speech at any given time such as "I think," "I believe" but he ought to stick to the use of unanimous words such as we resolve among others. When the speaker has finished his remarks, and he or she wants to leave the floor, then he asserts I yield my time back to the chair." But if he is still in procession and maybe he or she wants the chairperson to add or resolve something then he acclaims that I yield the floor back to the chair. The chair often will declare to the house which is the parliament members "Point of order or come to order in case there are commotions, takings or movements in the house and he wants them to pay attention to what he wants to articulate or listen the speaker currently on the floor.
Before the debate commences, the chair often begins with an opening speech; he calls the House to come to order "will the house please come to order" everyone here is expected to remain silent and stop anything they are doing like commotions such as movement and standing in the room. He then begins by a salutation to all the members and welcomes then. He or she introduces the topic of discussion to the members. Then he goes ahead from his speaker's list, and he writes on the board all the members who had signaled him earlier that they would like to speak during the proceedings so that they can be able to see. Alternatively, he or she may decide to call them out one by one as they appear in the list so that they can plan themselves. And finally, he or she opens up the meeting for all the members by calling out the first member in the list to articulate his message to others.
In the closing speech, the chairperson will read and outline the specific points that had been mentioned by the members. He then asks the members if they are satisfied with the procession and then and if there are any other pending issues to be discussed. He then declares when the next meeting will get held, the venue and time in conjunction with the topic of discussions. Finally, the meeting gets adjourned after he or she duly appreciate all the members for their time and coming affirmatively for the meeting. He then points out that the members are free to leave at their own time and indeed this marks the end of the closing the speech.
Russian Federation is well equipped in terms conducting debates on the issues that are very critical in the country and come up with problem-solving techniques to curb the problems or eliminate them solemnly. They have capacitated the debate structure to be flexible enough so that every given issue is dealt with inclusively and resolved. As compared to other foreign policies concerning the same subject. It is a blueprint that the Russian Federation is far much ahead and defers concerning internalization and the way they carry out their proceeding. Tracing back to history, they adopted the procedures from the UN Model, for instance, the system that the UN model uses when carrying out debates with delegates from different countries globally. There are so many other policies incorporated in the country, but the debate and accreditation of issues are far much developed as compared to any other matter. Logical affiliation is always considered during the discussion processes. In conclusion, the country has specific objects while undertaking the debates for instance how to eliminate issues related to climatic change and food security. With such questions in mind, we can be able to understand the reasons behind the strictness of how some things are run in the country.
