Introduction
I have had an interest in public administration ever since I was a child. I am an Afghan who was born in Kandahar, a violent and terror-prone region. These challenges catapulted me in desiring to pursue public administration to help illiterate members of my society to avert daily challenges and hardships they face. I completed my high school studies in my home country, Afghanistan, and later moved to India where I did both Bachelors and Master's Degree in Business Administration. It is worthy to elucidate that got a first-class degree from India's University of Pune, and I was also an outstanding student in Human Resource as a special subject. I was also an enthusiastic participant in co-curricular activities, a situation that enabled me to receive numerous awards.
Quintessentially, the education I acquired in the University of Pune has been vital in helping me achieve my life goals of serving the illiterate Afghans. I have also managed to obtain additional professional certification in embassy management and mission strategic resource planning from China and Washington DC in 2014. Furthermore, I have obtained a certificate in strategic negotiations and managing international relation from the Netherlands in 2013. It is also paramount to highlight that I pursued a diploma course at the Institute of Diplomacy in 2012 at the Ministry of Foreign Affairs. Also, I obtained a diploma in United Nations Studies from India's New Delhi in 2011. After graduation, I have had various opportunities to serve people and the entire community. I have worked in Afghanistan's ministry of foreign affairs since 2012. In particular, I have been working in the Directorate of Administration Affairs as a Deputy Director of Human Resources. It is also imperative to note that I currently work as an Administration and Finance Officer in Consulate General of the Islamic Republic of Afghanistan based in Los Angeles, the US.
As a human resource management professional, I have had an opportunity to develop core competencies which are vital for the achievement of my career goals. Presently, I have five years' experience in business partnership, employee engagement, and strategic organizational initiatives. Other than these, I have been able to have a hands-on experience regarding employee management across multiple segments and geographical areas. For instance, I am experienced in international relations, information technology, financial services, remote infrastructure management, and business process outsourcing. Other core competencies which I have gained for the last five years include leadership connect, conflict resolution, reform process, and talent management among others.
I also have professional experiences which are instrumental in helping me serve people and the entire community better. My most recent professional experience is being the second secretary consul at the consulate general of Afghanistan in Los Angeles, a position I have held since June 2016. Under this position, I am responsible for economic and business affairs. It is also worthy to pinpoint that I served as the head of employees performance appraisal and records between January 2015 and June 2016. My job description entailed being accountable for the performance evaluation of employees, human resource database system, and attendance system.
I have also been privileged to serve in an executive position as a Human Resource Generalist. I was tasked with the responsibility of being accountable for managing end-to-end human resource activities for Afghan diplomats both in Afghanistan and overseas. Specifically, I was involved in collaborating with all Afghan human resource officers across the world. I also aided in direct coordination and consultations which were tailored towards providing shared services to global senior leaders and client counterparts. Moreover, I contributed to organization-wide initiatives through taking part in policy review and formulation at Afghanistan's Ministry of Foreign Affairs. I also helped in change management and process improvement projects at the ministry. I also successfully handled special cases like harassment, grievances, and disciplinary issues. It is also essential to note that I handled multiple instances that required employee compliance with competency and performance management among others. Also, I was in charge of rewards and recognition for over 1100 Afghan diplomats across the world.
My dedication and hard work in various positions that I have held since 2012 has enabled me to acquire various awards and recognition. For example, Chief Executive Officer, His Excellency Dr. Abdullah Abdullah awarded me a certificate of appreciation for my effectiveness in human resource management. Additionally, the honorable Afghanistan Foreign Minister Zarar Ahmad Osmani awarded me with an appreciation certificate for my effective leadership skills in a diplomatic team. I have also received a certificate of appreciation from Foreign Minister Honorable Zulmai Rasool for my outstanding performance in accountancy and salary administration. Typically, all these certificate awards have aroused my desire of wanting to give more to my community.
I intend to learn from well-developed countries like the US the technical, analytical, and practical skills required to be an effective professional administrator. I believe that these skills will be prudent in helping me fight against corruption that is so evident in the public sector. Additionally, these skills will be helpful in promoting professionalism in every work environment that I will be stationed. By so doing, I will gain enough knowledge and experience required to be prominent in implementing organizational strategies. The ramification for this will be efficient service delivery to people and the society at large.
I would like to request for Graduate Record Examinations (GRE) waiving at your reputable institution, USC Sol Price School, Los Angeles. I believe that my academic qualification regarding my first class bachelor's degree in business administration as well as my master's degree in the same field gives me an upper hand concerning waiving of GRE. Moreover, I have an outstanding experience from different sectors in the public service which spans five years. The experience I have garnered has helped me to understand my community and its people. For these reasons, I believe that the management should waive for me the GRE.

I have learned about your institution and even interacted with some of your alumni. They have explained to me the rich experience they acquired from USC Sol Price School, Los Angeles. Besides, I have also learned that the school has outstanding lecturers who have vast experience in public administration and other related fields. I believe that given a chance to study at your incredible institution, I will obtain requisite skills, knowledge, and experience from these tutors. Besides, I have also learned that your schools offer studies at a cheaper fee compared with other institutions, a situation that has increased my desire for pursuing studies in your reputable institute. Given a chance to pursue my public administration course in your school, I will acquire important skills that will be paramount in enabling me to realize my childhood dream of offering efficient services to my people and the entire community.
