The issue of public service is something that is very difficult to comprehend especially when the individuals in the sector or the government institutions are driven by their personal agenda. In several countries, the public servants are very unprofessional and act in a manner that jeopardizes the development of the country. This is mainly caused by a number of factors that affect the public servant either in their place of work or outside. These factors are very powerful that it makes an individual very much inclined to get away with such illegal vices.

The main cause of this is that the leaders in this kind of countries are engaged in activities such as embezzlement of funds, corruption and bribery cases. By engaging in this kind of activities and getting, away with it makes the individuals working as public service to find it as no big deal to engage in activities that do not serve the interests of the public. They do this because even they serve the public interest the individuals who head these institutions are going to go against the ethical responsibility of serving the public. Major issues, which arise at this point, are usually the ethics are disregarded and personal interests take the lead over working to serve the public(Haque Pg. 68 2001). Individuals also are faced with problems of acting professionally by providing poor services to the public and failing to provide important advice on how to discharge important services to the public. These unethical practices to meet their own personal interest results in the failure to serve the people who employed them to those particular positions.

The public has high expectations of the services that public servants are mandated to deliver. Individuals who think that these individuals are paid well and in a good environment to provide their expertise to the public sometimes propagate these high expectations.

Poor pay to the public servants is also another issue that makes them act unprofessionally. Individuals in the public service in some countries are poorly paid and their services become difficult given the harsh economic times in their respective services (Lipsky 2010). With the rise in prices of commodities, the individuals are bound to engage in other vices, which go against the interest of the people. Treatment of these employees and promotions are also other factors that affect a lot on the nature of the services they deliver. Different countries treat their employees differently and this is a key factor in service delivery to the public. While it is their duty to deliver the best to the people, they also need to be valued in what they do to be motivated to deliver more.

Q2. Labeling of countries as third world

The label third world country should be abandoned since this term came into being due to the problems ranging from health, education and others came into play. Their inability to help themselves deal with this particular issue makes them be referred to this by other countries. This labeling has made them think that they cannot help themselves and as such have for almost three decades been relying on donor services instead of improving on their economy to serve the issues facing their citizens. Leaders from this type of countries are unwilling to gather themselves and work so that in future they become independent nations who can meet their respective needs. It has also been difficult for other countries in the first world to engage in meaningful trade signatories of treaties due to this label of a third world country. Countries in this particular category are now not in the psychological position that they would not move from this state and thus they do not make any necessary steps to deal with this issue. These countries can best be referred to as low-income countries or middle-income countries since most have undergone certain improvements since the time they were called developing countries (Call Pg. 1499 2008).

Q3. Benefit of the Prime minister system and its impact if introduced in the USA

The benefits of the prime minister are that the workload for an American president is reduced and thus they are able to discharge their duties effectively. Prime ministers also are able to discharge their duties without any form of difficulty presented by other arms of government as present in the presidential system. The prime minister is also able to monitor most of the affairs about and gives a go ahead to dealing with them. The prime minister can easily look for trade partnerships that bring revenue to the country and provide job opportunities to people (Rose Pg. 15 1991).

The USA having a prime minister can change the look of the country in many aspects. Firstly, the minority in the United States will have a place in the parliament as this system provides. The people will have two heads of government the prime minister and the head of the republic. The executive in the USA will change as the legislators will get a chance to serve in these positions rather than those appointed as in America. The prime minister will govern the country in a manner they perceive to be fit without troubles as compared to the presidential system in the USA where the executive faces difference with other arms of government. The USA will change a lot with the implementations of this system (Stepan Pg. 11 1993).

Q4. Totalitarianism

Totalitarianism is useless refers to the government that is subjecting its citizen to total control and regulation and thus restrict them from engaging in meaningful activities in the society. This involves the use of force to make people conform to the ways the leaders want them to be. These activities come in many ways seeking to make people adhere to what they like. Totalitarianism in many states is perceived to protect the people but as well do not consider they are restricting them in many ways. Achieving total control is very hard given the fact that individuals are rebellious in nature and will most likely fight back if their issues are not dealt with accordingly (Zizek 2001). People love freedom and being secure thus imposing a lot of rules and laws makes the seek to be led by other leaders in the society who can address their respective needs.
