They ensure that such roles are achieved through progress reports which are based on scientific surveys and analysis. Also, uncontrolled reformulation by retailers leads to evading and avoidance of regulatory measures. Possible solution could be through proper and detailed legislation on the specific products that need to be reformulated, procedures for reformulation as well as standard procedures for reformulation. All these are geared towards putting checks and balances on uncontrolled reformulation by retailers.

With regards to the possible outcomes, proper legislation and standard reformulation procedures would ensure that products that target obesity and non-communicable diseases are developed. The impact on these outcomes would be the relative reduction in cases of obesity as well as the reduction in non-communicable disease prevalence in either gender. Reduced obesity among the younger generation would become leader to a relative healthier older generation, and all this could be made possible through proper reformulation implementation. The main ethical values that would be upheld through proper legislation and standard procedures would lead to reformulation that is of high standards that are devoid of circumvented regulatory processes. The social and philosophical procedures that would be upheld would be proper product adherence on the part of retailers.

The best solution with regards to reformulation would be through proper legislation on vital products, legislation on standard reformulation procedures as well as ensuring that strict adherence is upheld on the various legislations, especially by the retailers. This solution is best implemented when such legislation is clearly outlined and communicated to the major players in the food industry. Stiffer penalties ought to be meted to individuals or organizations that break laid down legislations and regulations. Continuous quality checks and adherence measures need to be put in place so that adherence is maintained. Defending and supporting such measures could prove to be an uphill task especially if counterfeited and substandard products find their way into the market through unscrupulous retailers and market players. In some instances, resistance to some o these legislative measures might face resistance since such measures come with extra operational costs and most players would want to minimize operational costs while they try to maximize profits.

All in all, the RESOLVED strategy can work if there is a collective approach by all the major players in the supply chain.
