Civilizing impulse is the concept that as a specific population becomes more civilized in the society, its wealth and influence also increases providing a conducive market for the United States (Du Bois, 2017). Hence as nations expanded and became more civilized, the United States developed foreign policies justifying imperialism ascertaining that it provided liberty and prosperity the expanding nation viewing imperialism as promoting a mutual benefit to both expanding nations and United States.

The policy aimed at eliminating monopolization of the market by ant European powers like Germany, France, Spain and Portugal who had a great interest in the economic exploration of China. It enables China not to be subjected and divided into colonies while still gaining economic advantage.
