The policy aims at:

Eliminating any discrimination against people on the grounds of a disability. The purpose of this objective is to ensure that individuals with a disability enjoy the same rights before the law as any other person.

Promoting the principle that people with a disability have the same rights as the rest of the community.

The department is committed to providing the highest quality learning for students with a disability so that they can learn as much and benefit from this education (The State of Queensland (Department of Education and Training), 2015).

Therefore, the department ensures that the provisions of the Disability Standards for Education 2005 (DSE) are met (Australian Government-Department of Education, 2005).This provision requires that the obligations of education are clarified to enable students with a disability to participate in education like other students.

Moreover, the department ensures that students with a disability are not discriminated upon as per the guidance of the Queensland Anti-Discrimination Act of 1991 (Queensland, 2017).

Enrollment options The state considers the following enrollment

The state entitles all eligible children to 26 semesters of state education. Unless there is, an enrollment management plan in place, children and young people can enroll in any state school of their choice (The State of Queensland (Department of Education and Training), 2017). However, some conditions need to be met before enrollment. For instance, students who do not live within the local catchment area they must meet the eligibility criteria in the management plan (The State of Queensland (Department of Education and Training), 2012).

Secondly, the Queensland state government through the compulsory participation phase requires that all children of compulsory school age be enrolled in state schools.

The process for enrollment should be complied with fully to ensure that a student is eligible for enrollment in a state school (The State of Queensland (Department of Education and Training), 2017).

How students are identified Students with a disability are identified through the following criteria:

The person has a disability as identified by the Disability Discrimination Act 1992 (DDA) (Australian Human Rights Commission, n.d.The person has a severe disability. Intellectual disability is also included.

Unlike a person receives special education, they are unlikely to attain levels of development which the person is capable of (The State of Queensland (Department of Education and Training), 2015).

The education program for the person is best delivered in a special school. (The State of Queensland (Department of Education and Training), 2016). The appropriateness of this placement should be considered.
